UI's perfection in defense and offense seems to have no limit other than stamina. UE depends on the opponent's strength, so it's inherently reactive. UI wins.
UE is better for Vegeta's personality. He thrives on battle and getting stronger from hits. If he masters it, he could be an unstoppable tank. UI is too passive for him.
UI definitely has the higher ceiling. True UI means zero thought, pure instinct, which is god-level. UE still relies on rage and taking hits, which has a limit.
